In most counties to get a "CO", "Certificate of Occupancy" you will need water/sewer at the least and may require power, legal easement and more.
Always research the land you want to buy to make sure it will meet your needs. Zoning, Building Codes and restrictions need to be researched very carefully.
Buying land rarely includes Mineral or Water Rights and may not have a legal Easement (Access).
Most Land is sold with "Surface Rights" only.
